Qore3 Enclave — PCR Versions

Per-environment PCR manifests. Apps fetch <env>/enclave-pcr.json directly. The root /enclave-pcr.json is a legacy alias of the SIT manifest — kept for already-installed SIT builds; keep it in sync with sit/ until those builds are retired.
